The Importance-Neglectedness-Tractability (INT) framework is a mental model used to evaluate and prioritize problems or cause areas. It guides resource allocation by considering three key factors to maximize positive impact. Importance measures the potential benefits or scale of improvement that could result from solving a problem or advancing a cause—essentially, how much positive change it could create in the world. Neglectedness assesses how many resources or how much attention are currently directed toward the issue; the less attention and investment it receives, the higher its neglectedness, implying greater potential for marginal returns. Tractability refers to how easy or difficult it is to make progress on the problem, including the effectiveness of existing solutions. The INT framework encourages directing resources toward areas that are important, highly neglected, and tractable, thereby achieving higher efficiency and impact.

  1. Climate Change Mitigation: Climate change is a highly important global issue with enormous potential harm. However, despite its high importance, it has relatively low neglectedness due to substantial existing attention and investment. In terms of tractability, while various technological and policy solutions exist, implementation remains challenging. Therefore, the INT framework suggests focusing on specific sub-areas within climate change that remain underexplored yet highly tractable—such as emerging emission-reduction technologies or targeted policy advocacy.

Yet, because they primarily affect impoverished populations, these diseases are often severely overlooked in the global health agenda, suffering from insufficient funding and research—resulting in high neglectedness.
